It shouldn't.

I know we have customers happily using SSI with FastCGI on the Open
Market server -- I know because there were bugs to fix.  I haven't
heard anybody report such experience with Apache or NCSA.  But I'd
like to hear about it.

My impression is that the "include virtual" form of SSI should be
preferred over the "exec cgi" form for running FastCGI apps -- maybe
should be preferred always?
