can't use ./configure --prefix=foo

Subject: can't use ./configure --prefix=foo

I'm using the latest fcgi-devel-kit (2.0b2), but this bug existed in
1.5.1 as well.

If I type ./configure --prefix=/mit/wwwdev
the prefix is still set to /usr/local
on line 2140 of the configure script.

prefix=$EXPORTS_PREFIX

If that chunk of the configure script really needs to change the prefix,
it should change it back before making the Makefiles, etc.
