The server side support for the Filtering role is present in the Open 
Market Web Server and the client side support is part of the FastCGI
library.  I don't know the specifics of implementing this for APACHE but
it should be possible to do coding to the FastCGI specification.

You would need the ability to be able to map a file type to a filter
and have the code in the server to perform the file routing to the 
FastCGI application.  This is all server work.

The FastCGI protocol is open.  The fact that all the functionality like
Authorizers and Filters are not present on APACHE does not mean that
it's not.  Only that nobody has coded this functionality into the
server.
